On March 20, Humberto Perez, 29, of Chicago Heights, Ill., was arrested on Capen Court and charged with assault and battery on a police officer, resisting arrest and disorderly conduct. According to a police report, Perez was fighting with friends near the Gulf station on Route 16 at about 10 p.m., and he was rolling around on Route 16, stopping traffic. When officers tried to speak to him, he ran off down Capen Court into the elderly housing building, the report says.
